The Integrated Foreign Workers Management System (ePPAx) is not designed to control the entry of illegal immigrants (PATI) into Malaysia, clarified Deputy Human Resources Minister, Datuk Seri Abdul Rahman Mohamad.

He explained that all matters involving the entry and exit of foreign workers, including the issuance of the Temporary Employment Visit Pass (PLKS), fall under the jurisdiction of the Malaysian Immigration Department (JIM), which operates through the Malaysian Immigration System (MyIMMs) under the Ministry of Home Affairs (KDN).

“In contrast, the ePPAx system is managed by the Department of Labour Peninsular Malaysia (JTKSM), which is part of the Ministry of Human Resources, and is not responsible for monitoring or controlling illegal immigrants,” he said.

He made this clarification in response to a question by Datuk Seri Sh Mohmed Puzi Ali (BN–Pekan), who inquired about the current status and effectiveness of the ePPAx system in screening, monitoring, and reducing the entry of undocumented migrants.

Abdul Rahman added that the ePPAx system has gone through three phases of development and is now integrated with various other platforms to streamline the application process for hiring foreign and non-citizen workers.

He further highlighted that the use of ePPAx aligns with Section 60K of the Employment Act 1955. The system is also utilised for managing Private Employment Agency (APS) licenses and handling labour-related complaints.

“The system is actively in use for the approval of initial foreign worker recruitment applications in accordance with Section 60K of the Employment Act 1955. It also facilitates the licensing process of private employment agencies and helps manage labour complaints more efficiently,” he added.
