In a concerted effort to accelerate digital transformation across the public sector and respond to the growing demand for efficient, citizen-centric services, the National Institute of Public Administration (INTAN) – the training arm of the Public Service Department Malaysia (JPA) – has forged a strategic partnership with Huawei Technologies (Malaysia) Sdn Bhd (Huawei Malaysia).
This collaboration aims to strengthen digital leadership and equip civil servants with the necessary skills to navigate an increasingly dynamic digital environment.
The partnership also brings mutual benefits, with Huawei gaining from knowledge exchanges and the active participation of government officers in Huawei’s initiatives, including serving as judges for the selection of participants in the flagship Seeds for the Future programme.
Key platforms to be leveraged under this collaboration include the Digital Leadership Excellence (DLE) Programme, the Seeds for the Future initiative, and the Huawei ICT Academy.
Formalised through a Memorandum of Understanding (MoU), this partnership seeks to foster knowledge-sharing and collaboration between public sector leaders and industry experts. It promotes the adoption of cutting-edge technologies to improve service delivery, enhance operational efficiency, and build the resilience of critical public services – while catalysing long-term innovation across government systems.
Under the MoU, Huawei Malaysia will contribute its expertise in advanced digital technologies, including talent programme management, content development, and strategic advisory services on digital transformation. In turn, INTAN will leverage its comprehensive training infrastructure, policy leadership, and logistical support to establish a synergistic partnership.
Huawei will provide technological resources, expert evaluation, and mentorship, while INTAN will play a key role in judging panels, facilitating public sector participation, connecting participants with senior leadership, and amplifying success stories across government networks.
This initiative aligns with the Malaysian Government’s broader vision of transforming the nation into a high-tech economy by 2030.
