The National Level Digital Leadership Programme aims to improve competitiveness, efficiency, and self-regulation in the communications and multimedia industry. Cohort 1 of Phase 2 achieved a 100% completion rate, featuring professional courses from leading global universities such as MIT xPRO and Cambridge Judge Business School Executive Education. Following this initial success, a new intake for 2025 has begun to round out Phase 2 for all 51 identified industry professionals.
Emeritus, recently named the world’s number one Edtech company by TIME, has collaborated with the Malaysian Communication and Multimedia Commission (MCMC) engaging professionals within the communications industry to fast- track competitiveness, efficiency, as well as self-regulation. Since the launch of the All-Star Leadership Development Program, the first batch of Phase 2 was successfully completed, and three new batches are now in progress. Both parties aim for these efforts to aid in generating growth to meet Malaysia’s economic and social needs.
The All-Star is a three-phased national-level programme that has already engaged over 200 tactical leaders from MCMC, focusing on digital mindset development and inculcating digital leadership traits based on MCMC’s Leadership Development Framework.

With Governments across the globe facing uphill battles in the realm of public trust and customer satisfaction, one of the key aspects that have been earmarked as a potential needle mover is improved tech-savviness and digital know-how. This is seen as one of the pivotal pieces in improving technology usage, diversifying business models, and adopting new practices that could improve the overall efficiency of service and thereby increase public satisfaction, a goal at the heart of the All-Star Leadership Development Programme.

The partnership between MCMC and Emeritus reflects a strategic alignment with Malaysia’s MyDigital initiative and the 12th Malaysia Plan (RMK 12), which emphasises the Government’s aspirations to transform the nation into a digitally enabled and technology driven high-income nation and a regional lead in digital economy.
It also represents a reimagining of the learning-earning nexus, and the investments required to equip leaders with the skills of tomorrow. The goal is to harness the collective resources and expertise of public-private partnerships to ensure tech-fueled growth becomes an engine of broad-based prosperity in Malaysia.
Being led by the Emeritus, Phase 2 of the programme equipped participants with improved execution capability for leading digital execution. The four-month programme guides tactical leaders on how to develop strategic execution capability to overcome challenges and obstacles in the transformation journey.

Phase 2 offers various certificate courses curated under the digital themes of programmes from 40+ universities including MIT xPRO and Cambridge Judge Business School Executive Education, with certificates of course completion that are directly awarded from the respective world-class universities. These courses include Circular Economy and Sustainability Strategies, Digital Transformation: 5 Game-Changing Technologies for Business, and Leading Organisations for High-Velocity Performance, amongst others.
This element of choice, provides the participants with a high degree of personalisation, allowing them to mould their syllabuses around their own specific interests and requirements.
Participants also undergo leadership development coaching conducted by International Coaching Federation-certified coaches and industry practitioners. Through the programme, participants are introduced to the books of two prominent authors specifically, David De Cremer’s Leadership by Algorithm and Simon Sinek Leader’s Eat Last.
